A child can know every fact through 10 x 10 and still answer "Mia has 4 boxes of 6 crayons" with 4 + 6 = 10. Fact fluency and problem recognition are different skills — and the second one is what tests, and life, actually ask for.
The fix is to teach multiplication word problems by STRUCTURE, not by keyword. Grade 3 has exactly three of them.

Structure 1: Equal groups
Boxes of crayons, bags of muffins, tanks of fish — some number of containers, each holding the same amount. This is the structure kids meet first and find most natural, because it is repeated addition wearing a coat.
The tell: the words "each" or "every." Have kids circle them. If every group holds the same amount, multiplication applies.
Structure 2: Arrays — rows and columns
Rows of chairs, rows of carrots, a quilt of squares. Arrays are equal groups arranged in space, and they are the picture that later becomes area, and later still becomes the distributive property.
Have kids sketch a quick grid for these — not because they need it to compute 5 x 8, but because drawing rows-times-columns once makes the structure unmistakable forever.
Structure 3: Comparison — times as many
"Jade has 3 times as many stickers as Ava" is the structure kids misread most, because nothing is being grouped — one quantity is being stretched. Many kids add ("3 more") instead of multiplying ("3 times").
Teach the contrast explicitly: 3 MORE than 6 is 9; 3 TIMES 6 is 18. One page of more-vs-times pairs prevents a year of mixups.
Then make them choose
The real skill is not solving an equal-groups page — it is meeting a mixed page and deciding which structure each problem is. Name the structure, write the equation, then solve. The naming step is the learning; the arithmetic is just confirmation.
This is also the honest prerequisite for two-step problems: a child who can classify one-step structures on sight has the working memory free to chain two of them.
