Rounding is usually taught as a rhyme about digits — and rhymes about digits are exactly why a child can round 37 correctly on Tuesday and write "37 rounds to 30" on Friday. The rhyme carries no meaning, so it does not stick.
The version that sticks is a question: which ten is 37 closer to? Put it on a number line between 30 and 40 and the child can SEE the answer. Here is the progression.

Start with the closer-to question
Draw a number line from 30 to 40, place 37 on it, and ask which end is closer. No rules, no underlining digits — just distance. Kids answer correctly on the first try, because proximity is something they understand from life.
After a dozen of these, the shortcut announces itself: numbers ending 1-4 are closer to the lower ten, 6-9 to the upper. The child discovers the digit rule instead of memorizing it — which is why it survives the weekend.
The halfway rule is a convention — say so
45 is exactly halfway between 40 and 50, and kids sense that "closer to" breaks there. Be honest: mathematicians had to pick a side, and the agreement is that halfway rounds UP. Framing it as a fair tie-breaker (not a discovered truth) removes the confusion.

What trips kids up (and the fixes)
- Rounding down whenever the number "feels small" → back to the number line; distance, not vibes.
- Rounding 96 to the nearest 100 and refusing to say 100 ('it is not a hundreds number!') → count the distance: 4 away from 100, 96 away from 0. The line settles it.
- Rounding to the wrong place (nearest 10 when asked for nearest 100) → underline the target place BEFORE looking at any digits.
- Double rounding (349 → 350 → 400) → one look at the line: 349 is 49 from 300 and 51 from 400. Round once, from the original number.
